Do they sell the sims3 or the sims4 in Japan by box I know it's probably in akihabara but I want to know if they sell the sims in box at any store in Japan

Yes, not all game players are willing to buy optional games.
You can probably find at Gamers, sofmap, traders and liberty in Akihabara but they are both quite old games, shops may not sell them anymore(they are available in online shops).

Be careful that games sold in Japan may be in Japanese only. You can also order from US sellers, for example Amazon.com usually ships to Japan.
