More accessible outlet - Rinku or Kobe?

Hello-
In terms of number of stores, it seems the Kobe outlets has more stores. Which of these two is most accessible, either from Kyoto or Osaka? We will be staying in both cities (about 3 days each).

Hello.
Kobe Sanda outlets has 220 stores. Rinku outlets has 210 stores.
I think it's better accessible from Osaka station than Kyoto station, whichever outlets you'll choose.
If worked out well, you'll take 40 minutes train ride and 20 minutes bus ride to Kobe.
And if you go to Rinku, it will take 1 hour to go.
