Marriage certificate for registration and COE

Hi, my husband and I just got married last dec.
We got our copy of the marriage certificate yesterday from the local civil registrar (cityhall). Is that enough so that we can file our marriage in Japan and for my husband to apply CErtificate of eligibility for me? Because the NSO copy (national statistics office of the philippines) of the marriage cert) will be able after 3 months or more.
