Frizzy, fly-away hair and this season?

For about the past 2 weeks my hair has been frizzy and fly-away, as if caught in static electricity field. After shampooing it is flat, rather than usual body.
I notice this often happens this time of year. Is there something about the climate or air that causes this and if so when does it start and end?

I believe it is due to the low humidity during winter. Often just around 20 percent in the Kanto Region.
