I am from sri lanka... and i am going to study in japan this year... so i want to know while i am studing in japan.. in holiday time can i tourist overseas countrys (au,Singapore,uk.).?? And can overseas visa apply from japan?

You can use the "special re-entry permit" system to exit Japan (for up to one year) and re-enter. http://www.immi-moj.go.jp/newimmiact_1/en/point_3-4.html

About applying for visas for third countries, consult the embassies or consulates of those countries in Japan.
