Tourist to spouse visa changes frowned upon?

Is it a lot easier to get approval from Immigration to go from:
work visa to spouse visa
then to go from
tourist visa to a spouse visa?

Either should be fine presuming you qualify. Note that is you've been recently married then work visa to spouse visa is probably the safer choice as you'd still be able to stay in Japan provided the spouse visa isn't approved.
