6 month SIM plan for under 20's?

Good evening,
I am currently having a hard time getting a sim card with both voice and data for my six month stay as an exchange student in Japan. As I currently have a resident VISA, the usual issue of getting a voice SIM doesn't actually pose a problem; however, my age does. When I went to BicCamera to buy one of their SIM plans, I was unable to since I was under 20 years of age.
Does anyone know of somewhere I can get a phone plan/SIM card with both data and voice despite being 18? I am living in Sapporo.
