Are the crowds at Kochi Castle as large as those at Himeji? Wondering whether I have to arrive early to avoid lines and crowds.

No! Himeji is Japan's best visited castle, registering 2.86 million visitors in 2015. Kochi Castle recorded 264,992, roughly ten times less. But it is also smaller.
I doubt that there ever are lines and waiting times, but I imagine that during busy seasons it can become a little crowded. During regular weekdays, it won't be crowded, at all.
