Rakuten Mobile for SIM only plans

Hello guys, does anyone knows (actually using) rakuten mobile? I'm trying to get a SIM-ONLY plan and some friends told me that a popular carrier was rakuten mobile (though they'Re not using it). I went to their website and try to register, seems very reasonable for the price, but i'm not sure about signal coverage, Internet speed, and... I'm in toyohashi, how do I get the SIM? will they send it to my home address?
Sorry guys, I know nothing about mobile services in japan. Hope you can help me.
