Difference between Shiminzei and JuminzeiH

I got a bill for 125,500 yen and another bill for 6400 yen for s¯Å. I checked my pay stubs for my job that I had for the last 2 years and it says I was paying Z¯Å for 6400 yen each month.
If Z and are the same then I would think I don't have to pay this bill.
Also I think it's interested one of the bills is asking 6400 yen which is the exact amount of the tax which is taken out.
THANK YOU!

Shiminzei refers to income tax on the municipal level. Juminzei refers to income tax on the municipal and prefectural level.
