No, they are not use in Japan. When you put out your garbage (or recyclable material or non-burnable trash), you put them into plastic bag and carry it to the collection spot. For glasses and aluminum cans, there are designated container at the collection spot o pin the day of the collection, so you take your bottles and cans there.

With medium sized to large apartment blocks, there would often be a disposal point right next to the building facing the street. If you live in a residential area and live in a small apartment block or in a detached house in a side street, you might have 10, 15 meters to walk to the collection point facing the street (where the garbage collectors can drive by). For glass bottles or cans and other recyclable materials it is the same, but if your local community doesn't have the arrangement to have that collected, you might have to take them to a recyclable material collection point in a shopping mall or some other place.

We live on a main road so our collection point is right across the street, with more spaced out every 100-200 meters. The farthest most people would probably walk is a block or two at the most. Apartments often have the collection point right at the building.

I know an area in Meguro-ku, Tokyo that collects trash right out side every household door. The way trash and recyclable items are collected truly depends on the municipal and item. For example, in most areas, you need to contact someone to have bulk trash collected.
