Depends on how soon you need it. There are plenty of online sellers that can get you a device in a day or two via mail, but if you need it immediately your best bet may be to head to Haneda Airport.

Here are a few places that rent pocket wifi devices. All will deliver it to your hotel.

Sakura Mobile

Global Advanced Communications
http://www.globaladvancedcomm.com/pocketwifi.html

PuPuru

I've used both Sakura and Global Advanced with no issues. I've never used PuPuru but it gets mentioned here quite often.

Rental mobile wifi companies mostly operate physical kiosks at major airports and ports, so as mentioned you should probably head to Haneda Airport where there are definitely stores. Some places might deal locally, but that depends where you/they are located. Alternatively, you can order from the internet dealers for pickup at a post office near you.

To pick up the item directly at our office, place an order on the website in advance. It is possible to pick up the router at our office from 10:00 to 19:00 in weekdays.
