I am applying for renewal for my current long term visa, and want to clarify whether a family member of mine would be able to sign as my guarantor on the application. He also has a zairyu card/visa in Japan. Does the guarantor have to be Japanese or can it be a foreigner with a valid visa residence card?

Please be more precise as to what you mean by "sponsorship". It is only an informal term, which can refer to many different things.

What type of long term resident status are we talking here?
Different resident status require different type of guarantor.
