What does nennai nyukyo imply?

Came across an apartment I really like and it says both 入居可 and 年内入居可. I get that the first means immediate availability and the latter means available by end of year, but what does the end of year mean? For example could you basically reserve the apartment now and not move in or begin paying rent until the end of the year?
