what is cheaper renting wi-fi at airport or pre-ordering online?
because some companies charge for delivery...

Depends on the company. Do a Google search for "pocket wifi rental Japan" and shop around for prices. I'd advise booking ahead, because that guarantees you a device - the airport shop may run out. There will also be more companies to choose from, so you're likely to find a cheaper price. Most companies allow for pick-up from the airport post office, provided it's still open when your plane lands.
I use ToCoo when I rent a pocket wifi.
