is there cheaper rice to buy at supermarket stores in japan? we are from the PH and rice is like a main dish.

There are cheaper rice in Supermarket, but nothing as cheap as in Philippine. Expect to pay 3 or 4 times or more from what you are used to; Japanese rice, in general, aren't cheap.

"Hanamasa" whole sale supermarket sells its original brend 10 kg rice at 2,290 Yen(+tax) .
