Can I know what does Japanese metoeological forecast for end December weather in Hokkaido.? I be visiting ABASHIRI area, what is the temperature and snow forecast for end December?

It is too early for specific forecasts. They are generally not reliable until around 3-4 days in advance: http://www.jma.go.jp/en/week/303.htmlGenerally speaking, Abashiri sees daytime highs of around -1 degrees in late December and nighttime lows of around -8. The average height of snow is around 20cm. Currently there are 27cm.
