No contract Voice and Data SIM

My wife is a Japanese citizen and has been living in the US with me for about 6 years and will be visiting her Mother for 2 Months. She needs a SIM card for her unlocked cellphone to communicate while out there and skype is not an option for now. What are some prepaid options that she can use? She went to a Softbank the last time she was there and asked for prepaid and they said they do not sell sim cards. She did not push the issue which is why I am asking. There is also a Docomo near her and she will fly in to Kansai airport. Thanks!

I think most of these are data only plans and the one that may be voice and data (U mobile) your wife would have to buy a docomo phone first. I know you mentioned she doesn't want Skype, but has she looked into getting a Skype number? This will give her a Japanese number while she is in Japan. I will definitely suggest the skype number to her. I guess Data only would be the best way to go but some of these are so limited. 2 GB goes FAST! maybe a portable Wifi would work better

There are many other calling services with phone number than Skype, like LaLa Call. You can use it with data sims. No points on getting 090/080 number only for a few months, I think.

She can always use her home sim card and roam, that way she can use both data and voice, if skype is not a option. Voice cards are not really a off contract purchase in Japan.
