Hello,
Does anybody know if I buy a Mac Book Pro in Tokyo at the Apple Store, it would be possible to receive a notebook with the system and keyboard in english?
Same with Ipad mini 2

Yes to all questions if you purchase from Apple Stores. However if you purchase a carrier-branded iPad it may have some language restrictions, so ask before buying.

If you are on Temporary Visitor status, yes, you can buy tax-free from Apple Stores.
