Is Queen Anne's Lace/Wild Carrot/Daucus carota seeds available in Japan at a home center/garden nursery or online (for example rakuten)? And if so is it called アン女王のレース or by some other name in Japanese?

You'd need to go by the latin name Daucus carota to find the local name. That nickname seems valid only in North America :) The closest I came to was "kuro ninjin," literally meaning black carrot.
