Odawara is the nearest.
Take a regular commuter train(Odakyu cheaper than JR) is not so expensive. (Odakyu fr Shinjuku) (JR fr Tokyo)
From Odawara stn:

But there is two problems on that day.
One is weather condition, already rainy season started watch carefully weather forecast.
Other one is grade of Race, in that day is lowest class "FU(F2)" day.
However, upper class "GV(G3)" race in Toyama also you can buy remote race ticket.
(But 24 is first day, no final only "qualifying" races.)

I looked it up and unfortunately there are no races in Tokyo on June 24th, 2017. But there's a race in Odawara, Kanagawa, which is 70 minutes by train from Tokyo Station. The place is a 12 minute walk from Odawara Station it says. So if you wouldn't mind spending like an hour and a half one way trip to the place, you are in luck!
