How to find an old friend, now lives in Japan

My friend, name: Ha, Thuy Phuong,(Female) used to live in Saigon, Vietnam, at Chung Cu Minh Mang. I believe she left Vietnam and settled in Japan in between 1980 to 1982. she is the only child in her family.
How can I find her, because I am travelling to Japan on August 28, 2017.

Try contacting the Vietnamese Embassy or Consulate as they may have records of Vietnamese nationals living in Japan.
