I want to Buy a Farmland in Japan.Do you know any website which provide info on Farmland in kansai Japan How much yen I need to pay as down payment? Can I pay remaining Fees as monthly installments? Can A foreigner can take Bank Loans,Credit Union Loans?

highly difficult, because there are many restrictions. (even if you are a Japanese, probably you can't overcome them.) you can't have bank loans. (actually ordinary banks don't provide loans for farmlands).

First buy a non-farmland property (house alone) in a farming area and take up residence. Learn farming (any category will do and become certified as a farmer (a test)) - then find a farmer willing to sell (old person without survivors) and be willing to pay more than the going rate. No guarantees you will be successful.
