1. https://stocks.finance.yahoo.co.jp/stocks/detail/?code=6178.t
1390 X 1000 = 1,390,000 yen plus handling charge.
expected dividend rate is 3.6% (annually). you will get about 80 % of that, after tax deduction.
you have to open your account in 証券会社. I think there is no English homepages. (understanding Japanese are required.)
2. 3. very low. almost meaningless to consider it. but, your money is fully protected by the government up to 10,000,000 yen.

Interest rate for 通常貯金 is 0.001% per year. 0.001% of 1 million yen is 10 yen, so you will get 100 yen after 10 years (the cumulative effect is negligible since 0.001% of 1,000,010 yen is still basically 10 yen). For an account with 0.01% interest, you likewise get 1,000 yen after 10 years.

stock prices change every day.
also, the dividend is not fixed. variable. sometimes, it becomes zero.
if the dividend of every year is 50000 yen (in total),
the owner on March 31 can have 期末配当, 25000 yen in June and the owner on September 30 can have 中間配当, 25000 yen in December (if they pay the dividend twice a year with equal amount.) there are several ways to receive that money.

you have to open an account at a stock brokerage firm, 証券会社, at first. they ask you that you know the stock (trading) system and the risk. if they judge that you don't know them, they will not open your account. (opening a bank account is extremely easy, but opening a stock trading account is much more difficult.)
I believe that they don't explain the system in English. you are expected to understand Japanese language fully.

"Do I need to go JR East customer care center or rail station ?"
"Do u think Local post office or Local Bank help me to buy JR East share?"
the answers for those questions are No. you have to know the system, at first.

information about JR East is here.
