I would like to purchase Pearls while in Tokyo. Can I get recommendations of pearl sellers? I do not have a budget for Mikimoto but would like nice Pearls.

The shopping town around JR Okachimachi station is called jewelry town. There are 1800 jewelry stores, mostly whole stores, but still 200 stores will individual sell.
Also, second hand brand stores sell discounted jewelry.
