Choice between UCB (Berkeley) and UTokyo?

I have an offer of UCB (Berkeley) for graduate studies in economics and an offer of Tokyo University for the UTIPE program (taught in English). So far I don't spreak Japanese, but German, English and Spanish; willing to learn Japanese. Which program is reasonable to choose as to a building a career in multinational companies. I would probably like to work in Germany or Japan after graduation/PhD. Do the programs differ substantially with regard to teaching, research and specialisation (I am especially interested in computational economics apart from the 'usual' approach of DSGE modelling)? I would be especially thankful for anyone who has information about the UTIPE program and shares his impression/thoughts/insights.

generally speaking, academics in liberal arts fields (including economical fields) of Japanese universities are not good. especially, graduated schools of those fields are useless. take UC Berkeley.
