Seijo Ishii Namba, located in the Takashimaya in Namba (they carry quinoa so I would think they might have lentils)

Big Beans Gourmet Market, located 1-30-7 Shinmachi Nishi-ku , Osaka, Japan

If not try doing a Google search for Indian grocery stores in Osaka. Lentils are an integral part of Indian cuisine and an Indian grocery store is bound to have them.

I find that Kobe Spice is the best place to buy them.
