I've looked on the website www.misterdonut.jp and there doesn't seem to be a promotion "All you can eat" mentioned. Maybe you can check it out yourself.

Only few Mr. Donut shops offer this "donut buffet", for 1200 yen (for adults older than junior high grade) during 60 minutes period. You have to contact individual shop to find out if they participate. In past around Tokyo, the following shops have participated (don't know about the current status): Nakano, Kawasaki station, Musashikosugi, Machida. There may be more.
