Onioshidashi Volcanic Park in February

Hello I would like to visit the Onioshidashi Volcanic Park on the 12th of february. But I saw that the park is closed from december to mid march but some other sites say the park is opend 365 days a year so I was curious which one is right. And if the park is open how exactly do I get to there (I have a JR Pass).
