Do I need snow tires driving from Toyama to Takayama to Nagoya at the end of February? I'll be taking the express way.

You'd likely have a much safer driving experience with snow tires around here in February. Having said that, I drove in town here in central Japan for years without snow tires and survived the winters. In those days I used to use rubber chains in really bad weather and up in the mountains. These days I have proper snow tires that I use from December through March.
Be advised: If it snows you probably won't be let on the expressway without proper winter tires or chains.
