This is the bus timetable to lake Shikotsu for the 2018 festival period.

I could find an English version but for 2015.

You could transfer to that bus at JR Chitose. From Odori, you could choose JR Sapporo or JR Shin-Sapporo to transfer to a JR train to JR Chitose.

If you consider to purchase the bus pass, transfer either at JR Minami-Chitose or at New Chitose Airport.

One of the easiest is a tour by Chuo Bus.

The official page.

All the five routes should have pros and cons. Fireworks there would be a highlight.
Odori - Sapporo - Chitose - Shikotsuko
Odori - Shin-Sapporo - Chitose - Shikotsuko
Odori - Minami-Chitose - Shikotsuko
Odori - New Chitose Airport - Shikotsuko
Odori - Shikotsuko

The Chuo Bus tour above leaves from JR Sapporo, not Odori.

The fireworks are held at 18:30 only on Saturdays and Sundays. A stay at Shikotsuko Onsen or Marukoma Onsen would be ideal.
