Eastern Kyoto Itinerary

Just wondering if the following itinerary can be done if I start the day at Keage Incline at 9am and end at 5pm at Kiyomizu-dera
And whether is this the ideal arrangement?
Keage Incline
Philosopher's path
Maruyama Park
Yasaka Shrine
Hanamikoji Dori
Gion Shirakawa
Ishibe-koji
Kiyomizu-dera

Must it be from 9 AM to 5 PM? Could you start earlier? What will you do after 5 PM? It might be better start early at Kiyomizudera and end up at around subway Keage station. You may be able to see Gion since many shops/restaurants are still open after 5 PM.
