If you're the cook, all you need is a company to sponsor you. The sponsoring company that gives you your job will do all the paperwork, and has to pass all the hurdles of getting it approved.

If you are the cook (professionally trained and/or with experience), you need to find someone owning/running a restaurant of your country's cuisine to hire you in Japan, and they will sponsor you for the visa so that you can go to Japan to work for them.
Typically you'd need proof of your training or letter(s) of recommendation from or record of employment from your past employer(s).
