Do I need a licence for pier or sea fishing?

Just walking around Odaiba and nearby area . I see many good spots to do fishing.

Do I need fishing licence to fish in pier or sea area?

Can I bring the fish back to cook? (Aji, mebaru, seabass, for example.)

You can fish with a pole and line, or just a hand line anywhere fishing is not restricted without a license. Restricted areas might include swimming beaches and professional fishermen boat ramps, etc. You are not permitted to use a net (except to lift fish from the water that are on a line), nor are you permitted to take shellfish by hand.

There are places wher restrictions are relaxed - so if you see several people doing something `interesting`, ask them about the legality.
