Currently, I am working for a Japanese-partnered company outside of Japan.
Is there a way I can apply to Japan for IT jobs without knowledge of the language? I may be able to learn but in a short span of time I don't think I can master speaking/talking in the Japanese language.

Sure thing, you can apply. The offer is less than if you can speak japanese, but there are jobs, so not impossible.
