Can I travel kix airport to shirahama via hineno.? When should I buy the tickets!

Yes, take a JR train from KIX to Hineno, then transfer to go to Shirahama. You can buy the ticket when you arrive.

possible. there is one limited express per hour from memory. pretty sure there is also non reserved seating, so worst case scenerio is you stand all the way.
you can check the jr west website for further details about the train seating and timetable.
