Zoo and Tsukiji Market

Hi I have 2 questions to ask

1. What time does the Tsukiji Outer market closes?
2. On the anniversary day for Ueno Zoo, the free entry does it extend to foreigners or only locals?

Although this is the official site of the "outer market", it also includes information on the "inner market".
Restaurants establishment in the inner market are closed between noon and 14:00,
but restaurants and shops establishments in outer markets are open at night.

The entry fee for the zoo is pretty small (600 yen adults) - but free on March 20th, May 4th and October 1st.
