Safe to hike Mount Shirouma in mid May?

I love hiking but I am not the expert.
I am currently consider to hike to the summit of Mount Shirouma in mid May
Can anyone provide any advice whether it's safe to do so?
And I would need to either purchase JR national pass (as nagano is not covered in JR east pass) right?
Or shall I just rent a car and drive?
(We are considering visiting Kusatsu onsen and Ashikaga flower park before travelling back to Tokyo)
