It's not rude or anything.
There are a few specific scenes you should tip. But overall you don't have to.

Not in Japan. But many adults tip them if they had to do something extra for you, such as cleaning your mess. It's more common to tip taxis saying "You can keep the change. (o-tsuri irimasen)", especially if it's a very short distance or in the middle of the night.
