That is not such a direct bus as you say; it makes a stop by Kaihimmakuhari Stationfs North Entrance.
You walk for several minutes through the north-south pathway outside the ticket gate.
The outlet mall is just in front of the South Entrance.

You can check the timetables for the both directions on the Keisei Bus website (translated version).
This bus line, which is co-operated by three bus companies of Keisei Group, connects Narita Airport and Chibachuo Station of Keisei via Kaihimmakuhari Station of JR.
