If you go to the Amanohashidate page in Japan Guide (type it in at the site lookup in the upper right hand corner), Ine will show up at a nearby attraction. Clicking on that will bring up information about Ine. In the information, it says that there is an hourly bus from Amanohashidate for 400 yen. My best guess is to go to the tourist information desk at Amanohashidate, and they will be able to give you a bus schedule. I hope this helps.
