Regulations for counsellors (MH) in Japan?

Hello
I am an Australian university trained mental health counsellor. I have a Masters in Counselling (not psychology, social work or psychiatry). I am looking for advise on what regulations exist for counsellors (foreign/local) working in Japan? From what I've read, there doesn't seem to be any registration available to counsellors. If this is the case, can counsellors obtain public liability insurance, and if so, how?
