Chichibu festival to go or not

Hi,
I will be coming to Tokyo from Kusatsu Onsen in December and spending 3 days in Tokyo.
The day that we arrive in Tokyo from Kusatsu Onsen, it falls on the Chichibu Festival. We are considering checking it out. We would consider heading out around 4PM and heading back at around 9PM. Is this worth going to even if we don't get a perfect spot to see the floats and just go to see the fireworks, experience the atmosphere and eat lots of food? I read that you would have to get there very early to find a spot to wait and see the floats. If we left at 9PM would that be a good time to leave so we don't miss a train back to Tokyo?

I don't think the train companies published the schedules for this year's festival, yet. But normally during the festival, they keep the trains running until very late (like around midnight). Expect lots of crowd.
