Ueno Summer Festival 2018

I'm going to Tokyo in August and noticed that the Ueno Summer Festival would still be ongoing. Looking through their brochures, they didn't really mention any food/drink stalls. Does anybody know if it is being set up and what time do the stalls start? I only saw timings for the antique flea market and events for the day ( http://www.ueno.or.jp/ichioshi/ichioshi_50.html). Pls advise!
