Car access to Route 84

I plan to visit the Mt Norikura area during the first week of October 2018 by car.
I want to drive from Route 158 to Route 26 along Route 84 and the Kamikochi-Norikura Rindo. Does anyone know if the whole of Route 84 as well as the Kamikochi-Norikura Rindo, that goes off Route 84, is open to car access?
