Anybody used the long stay visa?

Is the long stay visa actually usable? It states on mofa that if you have more than 30 million yen (around 270 thousand dollars) you can basically be qualified a visa for 6 months extendable for up to a year. Is this a temporary visitor status or Zairyu card will be issued? Anybody actually acquired Zairyu card from applying for this visa?
