When I bought one 2.5 years ago the answer was yes. Just go to your Apple store and ask. I would think that there is English speaking staff onsite.

I think you have to buy a phone with a plan from the apple store, I could be wrong.

You can by Iphone (without Plan)
If you in Sakae apple store than you just have to think about the warranty since you bring outside Japan

And remember, iPhone that is sold in Japan has a shutter sound when you take a picture. Even in silent mode, they won't be mute.

I believe if you just buy the phone from apple they are not limited to any cell carriers. Or get a Pixel 3 ;)

I guess OP is interested in a Iphone, so let him make the choice, and also it has been mentioned that apple sells without plan.
