I'll be in Tokyo on Nov 23rd and am wondering if the shops, attractions and restaurants will be open.

Will shops, attractions and public transit be on special holiday schedules? If so, how could I find out?

Any information would be appreciated!

Why would anything in Japan be closed for an American holiday? 99% of people have probably never even heard of it.

It's a Japanese holiday ‹Î˜JŠ´ŽÓ‚Ì“ú, meaning labor appreciation day. 11/23 being Friday will likely attract lots of people to make it a 3-day weekend. Most shops/attractions open as usual. Expect more people to travel, but not like the Golden Week or O'bon.

As has been said everything will be open and busier than a normal Friday but nothing to cause any disruption to your plans. As it's a Friday you probably wont even find that places change their weekly closed day as happens when the holiday is on a Monday.

Yes. Public transit will be on a holiday schedule. Restaurants that are closed on Sundays and holidays will be closed. Restaurants that close an hour earlier on Sundays will probably close an hour earlier than usual. Banks and government offices will be closed. Museums and retail shops will be mostly open (although some very small retail shops may be closed).
