How to travel from Noboribetsu to Niseko through public transport? Want to look for a faster way. Currently JR will take a Long time to reach

That's the fastest way to take JR. Another public transportation for you is bus, you have to go back to change bus at shinchitose airport or Sapporo. If you come to Niseko in Dec. you can take a highway bus from shinchitose airport. 180 min ride. https://www.goodsports.co.jp/white_eng/ski-bus/niseko-chitose.htmlFrom shinchitose airport, you can take another bus to Noboribetsu. 60 min ride. One of the hotel offers free shuttle bus from Sapporo station for guests. From shinchitose airport, the fare is Y500. https://www.sekisuitei.com/access/
