Izu Inatori: Hosono Plateau or Mount Omuro

Hi.
We will be spending 2 nights at Izu Inatori onsen in late October (autumn). Which is a better nicer place to visit then : - Hosono Plateau (pampas grass viewing) - Mt Omuro - Jogsaki Coast ?
We will not have our own car, so have to rely on pubic transport.
FWIW, we would have visited Cape Irozaki and/or Dogashima and Kawazu 7 Waterfalls before heading to Izu Inatori.

Late October is probably too early to see too much in the way of major fall colors - specifically on the Izu Coast which is hilly but does not include much in the way of high elevation.
The second thing to note is how much time you are allocating to visiting one of these current locations.
My favorite of the three locations (the plateau I have not visited) is Mt Omuro - but it's only really an hour or so visit and would take a couple of hours via bus and train (return) from your current destination. Note that the Jogasaki Coast is also close to to Mt Omuro as well. This coastline is reasonably nice and can be walked in a couple of hours reasonably comfortably. Note that it can get quite quiet with limited facilities in this location compared to normal Japan.
On another note - have your thought about visiting Shimoda since you are so close??

Yes, we would have spent 2 nights at Shimoda and visiting Cape Irozaki and Dogashima too. Before heading to Izu Inatori for another 2 nights.
